Every party needs a place to rest, get equipment, sell loot, and find more adventures. It’s easy to get overwhelmed with trying to build an entire town and kingdom but the most important parts to establish are what the party needs NOW.
It’s handy to have a name and a place for these needs, and from there spiral out as the needs expand or as DM you might need to introduce new elements into your world. More details like what’s important to that town can be thought about later as it becomes important. Having these ideas in mind isn’t a bad idea but full development can wait. For example, Evergreen is near a forest, so that forest can open up things to something is happening in the forest that needs adventurers or even a druidic stone circle for when a player decides they want to create a druid for their next character. Start simple and build from there.
